Regarding the management of overseas labor, in the first eight months of 2026, the Ministry of Interior advised the Government to submit to the National Assembly for approval the draft Law amending and supplementing a number of articles of the Law on Vietnamese workers going to work abroad under contract.

Continue implementing solutions to stabilize traditional markets, expand markets for receiving skilled and highly qualified workers; organize the signing ceremony of the Memorandum of Understanding (MOU) between the Ministry of Home Affairs of Vietnam and the Ministries of Immigration and Vocational Training of Saskatchewan (Canada) and Albania, and implement the tasks and solutions following the signing.

In addition, the Department of Overseas Labor Management continues to negotiate labor cooperation agreements with the Russian Federation and Israel; finalize the draft MOU on the direct recruitment of Vietnamese workers to work in Taiwan (China), the MOU on the dispatch and reception of skilled technical workers with South Korea , and study the Working Holiday Agreement with Chile.

In addition, Vietnam and Japan have basically agreed on the content of the MOC on the Skill Development Employment Program; they will continue to review the legal aspects and finalize internal procedures to move towards signing the agreement.

At the same time, provide guidance and support to businesses in implementing agreements signed with Australia, Finland, Germany, Canada, and Albania; strengthen management and monitoring of the situation of workers in these markets, and protect the legitimate rights and interests of workers and businesses.

In August 2026 alone, the total number of Vietnamese workers going to work abroad reached 10,901 (including 3,329 female workers).

Leading the way are the Taiwanese ( China ) market with 5,136 workers; Japan with 3,499 workers; and South Korea with 1,189 workers.

In the first eight months of 2026, the total number of workers going to work abroad was 90,319, reaching 80.64% of the 2026 plan (112,000 workers); leading the way in the past eight months was Taiwan (China) with 39,890 workers, followed by Japan with 35,837 workers, and South Korea with 6,133 workers.

Furthermore, in the field of overseas labor, there is also active reform of administrative procedures, standardization of data, development of APIs for data connection and sharing; maintenance of a database system on Vietnamese workers going to work abroad under contract; and implementation of the EPA Program and the DOLAB-JICA Project to support training, recruitment, and connection of workers with businesses.

As can be seen, the figure of 90,319 Vietnamese workers going to work abroad, reaching 80.64% of the annual plan in the first eight months, contributes to job creation and human resource development. The labor receiving markets continue to expand through cooperation agreements with Canada, Albania, and other partners.

With these results, the target of sending approximately 112,000 Vietnamese workers abroad by 2026 is entirely feasible.
